Jonathan, Thank you for your reply. Please note that our project is to address the "privacy" of ballots. We believe that computer encoded numbers and file names are able to link personal information to ballot content. This would not be apparent to county personnel and others conducting the election and a database of how each individual voted is possible. Such a database would be a valuable resource for unlawful activities and security reasons. It is unlawful for ballots to have any identifying marks. We wish to explore the Poll Pad data card, ballot QR code and other computer terminal communications for data linkage to personal information from ballot images. QR codes are simple text encoded and can be read with a simple app on a smart phone, however if that data is encrypted then only a key holder would have access to this data.
